What is the STR/STSR?

Settlement transactions registrar (the STR or settlement transactions software registrar) is a hardware device designed for registration of settlement transactions when selling products (providing services). The permitted devices are listed in the State Register of the Settlement Transaction Registrars.

Software STR (the STSR) is the software product installed on a smartphone, laptop, computer or a tablet for creating electronic fiscal receipts and transferring registered sales to a tax office.

What regulates the use of the STR/STSR?

The Laws of Ukraine No. 128-IX and No. 129-IX dated September 20, 2019.

Who should use the STR/STSR?

  • Individual entrepreneurs of the 2nd, 3rd and 4th group (with exceptions).
  • individual entrepreneurs and legal entities on the common taxation system.
  • individual entrepreneurs who receive revenues in the form of cash, excluding the individual entrepreneurs of the 1st group.
  • entrepreneurs engaged in internet trade receiving revenues for products in cash delivered by their courier or a postal operator.

Who is not required to use the STR/STSR?

The STR (STSR) are not required for:

  • Individual entrepreneurs of the 1st group.
  • Individual entrepreneurs of the 2nd, 3rd, 4th groups trading in villages under the following conditions:
    • Their annual income per structural unit (point of sale) does not exceed UAH 1.09 mn/per annum.
    • Are not in the same trade facility with excise products.
    • are not providing distance trade.
    • Local councils do not oblige to use the STSR.
    • Businesses selling water, milk, kvass, oil and live fish from tankers, tanks, barrels and cans; meals and non-alcoholic beverages in cafeterias and canteens of educational institutions.
    • Businesses selling travel tickets and transport documents, state lottery tickets.
    • Businesses that do not make cash settlements in the places where counterparties receive goods (services) (warehouses, product storehouses, wholesale trade, etc.).
    • Businesses that make cash settlements for services exclusively via remote banking systems and/or money transfer services.
    • Businesses selling newspapers, magazines and other editions, postcards, envelopes, postal stamps, etc. in kiosks, from trays and stands.

Can the STS and STSR be used concurrently?

Legislation does not establish any restrictions on the concurrent use of the STS and STSR.

Is it obligatory to account for products when using the STR/STSR?

No. The accounting for products is required for VAT payers and business entities selling the risk products (technically complex hardware, medicines and medical products, paid health care services, jewelry of precious metals).

For which payments the STR/STSR are used?

The STR/STSR are used for the following payments:

  • in cash;
  • made via the POS terminal with a card or Apple Pay and Google Pay;
  • made via the software or technical self-service devices (terminals) of non-banking institutions (if paid in cash and with cards);
  • remote - using card details, including via mobile banking applications.

For which payments the STR/STSR are not used?

The STR/STSR are not used if:

  • funds are transferred from account to account of a legal entity or an individual entrepreneur (by current account details);
  • funds are transferred via a bank cash desk;
  • a payment is made via the self-service terminal of banking institutions (in cash or with cards).

Can the STSR “Cashiers” be used for such payment types as “cash on delivery”/ “post payment”?

Currently, the STSR “Cashiers” service supports only those payments which are peculiar for acquiring, in other words, the actual payment at the moment of settlement. Other types of payment (“cash on delivery”/ “post payment”) are not available yet. The STSR “Cashiers” is a supplementary service to PrivatBank payment products which do not operate with these kinds of transactions.

Is it obligatory to account for products when using the STR/STSR?
