From all cards issued by PrivatBank (Card for Payments, “Universalna” and “Universalna” Gold cards, premium card), and cards of other banks, if permitted.

Can I withdraw funds from the card of another bank?

Yes, you can, if the issuing bank permits such withdrawal.

Can a point of sale deny the cash withdrawal?

Yes it can. In case of technical issues, if cash has run out, etc.

Is a merchant obliged to give the cash out if his terminal has this service activated?

No, as there is no obligation by law.

How is the service regulated by law?

Acts and laws regulating the Cash withdrawal at the checkout service are:

- Law of Ukraine “On Payment systems and Funds Transfer in Ukraine” (clause 1.42).

- Law of Ukraine “On Amendments to the Law of Ukraine “On the Use of Registrars of Settlement Transactions in the Sphere of Trade, Public Catering and Services” and Other Laws of Ukraine on De-Shading of Settlements in the Sphere of Trade and Services” dated September 20, 2019 No. 128-IX amended (Law No. 128-IX); Law of Ukraine “On Amendments to the Tax Code of Ukraine on De-Shading of Settlements in the Sphere of Trade and Services” dated September 20, 2019 No. 129-IX; amendments to the Law of Ukraine “On the Use of Registrars of Settlement Transactions in the Sphere of Trade, Public Catering and Services” dated July 06, 1995 No. 265/95 (the Law No. 265).

- Amendments to the Law No. 265 dated August 01, 2020 which permit the holders of electronic payment instruments to make cash withdrawal operations using settlement transaction registrars (if registered in an appropriate manner).

Merchants cooperating with the bank should act in line with the requirements of the Law No. 265 and the NBU Regulation “On Performing Operations in National Currency” to register and perform cash withdrawal operations using the settlement transaction registrars in an appropriate manner in order to avoid claims from the State Tax Service.
